New York Condensate Lockout wont clear. Carrier GT036 HP

I have tried to reset he lockout multiple times. The UPM board is flashing 4 times indicating a condensate lockout. The condensate sensor is connected and the drip pan is dry. I have tried to reset the lockout according to the procedure by switching the reset the dip switch to "R" and cycling the breaker.

The UPM board is the same for FHP, Bosch and Carrier so I am hoping someone has had a similar issue. I am getting 0 volts on the sensor. The sensor is a 1 wire impedance sensor, should this be getting a full 24v?
